Since 1984, Will E. Leland (M) has been a research scientist in the applied research area of Bell Communications Research Inc (Bellcore) in Morristown, N.J. His initial research dealt with distributed operating systems and the characterization of the behavior of executing programs. He then moved to network congestion control, survivable network design, distributed resource management, and middleware system design to support multimedia communications.
He held a post doctoral position for two years with the computer sciences department atthe university, where he worked on an implementation of transmission control protocol/Internet protocol (TCP/IP) and related protocols.
While studying traffic management issues for high-speed networking in the late 1980s, he realized that then existing models for describing data traffic did not adequately capture the actual behavior of traffic over real networks. To address this situation, he pursued the work with his co-authors to obtain highly accurate traffic measurements and to discover parsimonious models for the empirical behavior observed. Most recently, he has been involved with the Internet Engineering Task Force Pier (Procedures for Internet/Enterprise Renumbering) Working Group and has done consulting work for Internet service providers.
Leland has also published papers on interconnection networks, distributed operating systems, multimedia systems, and network traffic characterization and control. He shared the IEEE Communications Society William R. Bennett Prize Paper Award in 1995.
