The subject of this study is the intricate landscape of regional and provincial variances within China's carbon emissions reduction policies. It examines the interplay between economic growth, resource allocation, industrial structures, and environmental demands, and policy initiatives in shaping emission reduction trajectories. Highlighting the nuanced role of energy policies in supporting these efforts, the study focuses on evaluating how such policies either facilitate or impede the primary goal of emission reduction. The paper reveals that provinces with ample renewable resources focus on energy development, industrial provinces prioritize efficiency improvements. Nonetheless, challenges such as integrating renewable energy into existing grids and retrofitting industries for efficiency are prevalent. It proposes innovative measures for enhanced policy impact, including advanced renewable energy integration, dynamic policy coordination, deeper stakeholder engagement through digital platforms, and innovative monitoring and evaluation mechanisms with artificial intelligent analytics. These recommendations are aimed at overcoming provincial challenges, leveraging technological advancements, and ensuring effective policy execution. The conclusions offer a strategic direction for China to overcome these challenges and achieve carbon peak and neutrality.
